Enthusiasm and dedication to organizational mission essential. Must have excellent managerial, leadership, organizational, supervisory and problem solving skills including ability:
- to analyze and interpret financial and legal documents.
- to develop and write speeches, articles and grant proposals.
- to respond to consumer issues, carry out media & public interface.
- to manage and support staff and administer budgets.
- to provide guidance & direction for strategic and operational plans.

DEFINITION
Under the guidelines set by the Board of
Directors, this position will oversee and administrate the total operations of
FREED Center for Independent Living including the Aging and Disability Resource
Connection (ADRC).
ESSENTIAL
DUTIES AND RESPONSIBILITIES
á Report to
the Board of Directors the execution of their policies. Present annual report to the board as
prescribed.
á
Assist the Board of Directors in designing the agencyÕs planning
process and implement the approved plan(s).
á
Assist the Chair of the Board of Directors in the development of
agendas and supporting materials for Board meetings, recruiting and orienting
new members. Identify ongoing
training opportunities for Board members.
á Administrate
the ÒcoreÓ independent living service delivery program performed by the Program
Manager and the Branch Manager, and administrate the ADRC services performed by
the Program Manager.
á Establish
programs and management systems, supervising staff in carrying out these
programs and systems as well as conducting staff evaluations.
á Develop
and/or supervise the development of all grant applications and provide input to
the Board of DirectorsÕ fundraising activities.
á Interview,
hire and terminate employees; evaluate employee performance; reward and
discipline employee conduct; and address complaints and resolve problems.
á
Carry out public relations activities. Including making public
presentations, developing press releases and managing FREEDÕs contact with the
media.
á Administrate
the budgeting and reporting functions performed by the Financial Manager. Participate on Board Finance Committee.
á Become
involved with community awareness, education or advocacy projects in FREED
service area.
á Assist Board
of Directors in the development and implementation of a resource development
program, including, but not limited to, assisting with fundraising activities,
preparing marketing plans, and developing grants and corporate giving
proposals.
á In
accordance with the organizationÕs policies and applicable laws, directly
supervises the Operations Manager, Program Manager, Financial Manager, Systems
Change Advocate and Branch Manager.
Supervises the administrative personnel through the Operations Manager;
supervises the Service personnel through the Program Manager and Marysville
staff through the Branch Manager.
á Represent
FREED actively through the California Foundation for Independent Living Centers
(CFILC).
QUALIFICATION
REQUIREMENTS
The requirements listed below are

á EDUCATION AND/OR EXPERIENCE
Bachelor
of Arts degree and two (2) years experience in program management and
administration. Experience may be
substituted for education on a year-for-year basis. Experience may include employment as a paid staff member or
as a volunteer in the delivery of services and advocacy to people with
disabilities.
á SKILLS
Ability
to read, analyze and interpret common financial reports and legal documents
pertaining to the operation of an independent living center. Ability to respond to
common inquiries and complaints from consumers and their families, staff, local
or regulatory agencies as well as the general public. Ability to write and
deliver speeches and prepare articles for publication. Ability to effectively present
information to consumers and their families, staff, public groups and the Board
of Directors. Ability to research,
write and secure grants. Carry out
public relations activities.
á COGNITIVE SKILLS
The
Executive Director is regularly required to be able to define problems, collect
data, establish facts and draw conclusions, recall details and be able to
concentrate. Work requires the recognition of the need for and the development
of plans, methods and procedures or special programs where regular policies do
not apply.

This person is frequently expected to think clearly in emergencies, complete
work with deadlines, deal with interpersonal conflicts, and work with frequent
interruptions.

Understanding
the concepts of independent living.
Ability to exercise initiative, ingenuity and sound
judgment in administrative, technical or personnel matters. Basic computer skills or be willing to
learn.
